We’ll rely on IGR to fund Lagos budget — Ashade

The Lagos State Commissioner for Economic Planning and Budget, Mr. Akinyemi Ashade, tells LEKE BAIYEWU about Governor Akinwunmi Ambode’s economic plans
The 2016 budget of Lagos State is N662.588bn. When compared with 2015 budget of N489.69bn, it is about N172bn higher. Is governance about having bigger budget?
The whole of the budgetary process is all about following some methodologies, which include the needs assessment – understanding the needs of the people and knowing where government needs to spend on, especially in the critical sectors of the economy. It also includes obtaining feedback from our people and the various stakeholders. Once this has been done, using the medium-term expenditure framework, we will come up with what we have estimated to be what the government will spend in order to intervene in the critical sectors and to keep the government running.
When we went through the process, what came out of it was not the (current) size of the budget. We said to ourselves: ‘How do we get funds to run this?’ That led us to challenging ourselves more in terms of Internally Generated Revenue, knowing full well that this year will be a challenging year because of the dwindling oil revenue due to falling oil prices.
It is not about big budgets. In terms of implementation, we hope to improve on it. We had been doing 70 per cent to 80 per cent in the past; we want to push it up. If we can have 100 per cent, it will be fine. Implementation is key. The big budget that we have is not because we want to boast that we have big budget but because the needs of this state in terms of infrastructural deficit are quite huge. Even the budget is not enough to bridge infrastructure gap. About $50bn is what Lagos will need in the next five years to fund its critical infrastructure and the size of the budgets for the next five years is not enough. We have to continue to be creative by exploring Public-Private Partnership and other sources of funds for the budget. More importantly is that we have to be transparent about this and we have to be prudent in the management of resources that Lagosians have entrusted into the care of the Governor of Lagos State, Mr. Akinwunmi Ambode.
The government is planning to borrow another N119bn to fund the 2016 budget when you have the capacity to increase your IGR. Will this not put the state more into a debt trap?
I have not seen any trap; what I have seen is what we call sustainable deficit financing. The debt-to-Gross Domestic Product ratio of Lagos is three per cent. Most people who travel all around the world see infrastructure and the people want them replicated here. In as much as we want more revenue and we want to look at the IGR, those reforms will not come overnight. What we are trying to do is to bridge the gap by borrowing so that overtime the revenue we will be getting from the reforms we are embarking upon will be enough to pay back the debts. It is going to be sustainable and the size of Lagos economy can take the kind of borrowings that we are going to do now and those that had been done.
What is the current debt profile of Lagos?
In terms of ratio, it is just three per cent of the debts to the GDP.
What is the figure?
It is a little over N400bn.
The last administration said it left behind N418bn.
I can confirm that. That was why I said it is a little over N400bn.
Even though the demand for infrastructure is growing, must borrowing be increased too?
For Lagos, this year alone, the IGR is going to fund more than 70 per cent of the budget; the rest is going to come from borrowing. If we have this kind of figure, what it means is that Lagos is making enough IGR to be able to service its obligations. Some of these loans are not short-term loans, they are long-term loans. And for most of the borrowings, we are going to the capital market to get long-term loans. To borrow, now is the right time because the MPR has gone down – it has gone down by about 200 basis points – from 13 to 11. There are a lot of liquidities out there. Lagos, because of the size of our economy and IGR, we are able to borrow at a competitive rate. We can then tie those borrowings down to specific projects that will generate revenue that can pay back debts. We will embark on renegotiation of some of the debts; we will renegotiate the rates and tenors to make them more sustainable. We believe that what we currently have, compared to the size of Lagos economy, is sustainable.

What specifically will be done increase the IGR?
Some of the initiatives we are introducing are in the area of reforms on revenue. We don’t believe that Lagos is generating enough (revenue). If you look at our revenue – GDP ratio, it is just two per cent and we want to raise it gradually to 10 per cent. Some of the reforms we have embarked upon are to achieve that. If this can be achieved, we can even pay some of these loans off before time. But the reforms need a lot of funding. Critical infrastructure also needs a lot of funding and we cannot fold our arms and say we are going to do nothing. We are also aware that the challenges 16 years ago are not the same challenges that Lagos is facing currently such as the issues of gridlock, security, and infrastructure. We need to continue to attend to them.
The size of the budget, even if it is a trillion, is not enough to deal with them (the issues), and we don’t even have it. This means that we have to be creative. Being creative means engaging the private sector, using the PPP approach, sustainable deficit financing and increasing the IGR. These are the three areas we are focusing on to help us to implement our budget well and intervene in critical areas that need funding, including social infrastructure development.
Is the Lagos State Government expecting a better relationship with the Federal Government now that both governments belong to the ruling All Progressives Congress?
There is hope. About N56bn has been spent on either maintenance or construction of the Federal Government’s infrastructure in Lagos. We inherited it. About N51bn of that has been certified. We believe that if we can get N51bn back, we can use it to fund the deficits we are talking about. But we have not made a plan because we don’t know when the funds will be available. All we can do is to appeal to the Federal Government. Since both governments belong to the same party, we believe that we have a listening President (Muhammadu Buhari) who will intervene in that area and make funds available to Lagos.
The issue is even beyond reforms, it is also about according Lagos special status. When the state is accorded special status, we believe that more funds will be allocated to Lagos as every part of Nigeria is represented in the state. If more funds are available to Lagos, we can intervene in different areas that need intervention in terms of providing infrastructure. Once we can do this, what will remain is that Lagos will become more productive; it is will also aid the GDP growth. Companies also will become more profitable; more profits will be generated and more taxes will go back to the Federal Government to be shared by everybody (the three tiers of government). That is the connectivity.
The ratio of capital expenditure to recurrent expenditure in Lagos 2016 budget is 58:42. Considering the fact the high cost of running government in Nigeria despite the country’s economic challenges, don’t you think capital expenditure should have been more?
You have to look at it from relative terms: what did we have previously and what are we having now? What do we have at the federal level? This (ratio) is healthy; it is the best in the country for now. We recognise the fact that we have to reduce the cost of governance; we are also looking at that. Part of the thrust of this budget is what is called tighter implementation control. We want to continue to watch expenditure; overheads will be watched closely. And for agencies that do not generate revenue may not be able to access their overhead. We are tying overhead to performance of revenue (generation). If you continue to generate ‘good’ revenue, the overhead will support you; but if you are not making it, we will also cut down the overhead that is available to you.
